Phil qualified as a referee in 1993 and was promoted to the National List of Referees in 2008.

Phil was in the middle for the Sunday Cup Final in 2007, which was staged at Anfield and was the Fourth Official for the Womens FA Cup Final two years earlier.

Phil was at Don Valley in September 2008 for our 1-0 win over Luton when Alex Rhodes scored just after the hour mark to give the Millers all three points. Phil showed one yellow card in that game which was to Claude Gnakpa of the Hatters.

This season, Phil has given out eighty-one yellow and two red cards.
